October 2023 Chairman Update

Hello Everyone,


Fall is ending and it was indeed splendid in Western North Carolina this year. On October 21 we conducted regular
meetings for both the Service District and Property Owners Association. First and foremost, we wish to thank all
who attended the meetings. We accomplished many things during the meetings which are highlighted below:


                  • Updates were provided on internet progress and water availability. Solid progress is being made
                    in both areas and we are optimistic that high speed internet will be available by the spring/early
                    summer. On 10/24 Carolina Water completed hydrofracking the two wells it bored earlier in the
                    year to expand water availability. Initial reports are optimistic, however, additional testing is
                    required to validate if sufficient water is available to develop the wells for production.


                  • In support of high-speed internet infrastructure, the Service District approved easements with
                    CND Acquisition Corporation which will allow access to the community through land owned by
                    the Service District and roadways within the development.


                 • The Service District Board unanimously voted to appoint Linda Hughes as Deputy Zoning
                   Administrator to support Stan Wise to ensure that construction and property improvements
                   within the Service District conform with existing zoning requirements.


                 • Three strategic committees were unanimously approved by the Service District. These are Water,
                   Amenities and Communication. The purpose is to utilize these committees to help craft our
                   priorities and strategies in each critical area. These committees will begin to form shortly and
                   while Service District Board Members will participate on each committee, these committees may
                   be chaired by non-board members. We seek to utilize the thoughts and ideas of all of our
                   property owners in these critical matters. If you would like to participate on one of these
                  committees, please forward an email to www.bearpawnc.com indicating your interest. The
                  Service District seeks your involvement.

The meeting was very collaborative, the board provided opportunities for all attendees to table issues and
concerns. Two-way communication is key to our productivity as a community. We will continue to provide updates
on challenges and accomplishments on the website. This is the preferred channel of communication if you have
concerns. Please voice them through the links provided on the website at www.bearpawnc.com.
The next regular Service District meeting will take place on March 23, 2024. Please attend if you are able. We
sincerely hope that you enjoy the upcoming holiday season with your family and friends. Snow at Bear Paw does
not happen all that regularly and presents unique challenges due to our remote location and topography. You will
find that the value of good neighbors is enhanced during inclement weather. Stay warm and safe in the coming
months.

KEEPING YOU INFORMED

A MONTHLY UPDATE FROM YOUR BPSD CHAIRMAN

Hello Everyone, 

Your new board has been in place now since 7/1/23. There are several key areas that we are focused on, sanitation (dumpsters), future water availability, the care and upkeep of existing amenities and to increase communication with property owners to the best of our ability utilizing the Bear Paw website. 

                      • On-site dumpsters remain on a trial basis, and we will present our recommendation during the next regular meeting. 
                      • We have conducted several discussions with Carolina Water and have sent a formal request from the BPPOA to them for both                       short term and long-term plans to share with property owners to keep everyone informed of “next steps” in resolving this issue. 
                      • The pool has remained open this season and we seek to establish a committee that will move us from tactical repair events to a more strategic approach to our amenities. Reinvestment will need to take place and we need to ensure that the approach is representative of our property owner's desires. 
                      • We have actively supplied content during the past month surrounding key issues to the Bear Paw website and it is our intent to provide monthly updates on challenges and accomplishments there going forward. 

On 8/1/23 Mark Ackerman (Vice-Chairman, BPSD) and I spent the morning riding through Bear Paw to identify issues that exist. A couple of key notes: 


                     • Please refrain from parking personal property on TVA Right of Way (powerlines) and alongside Bear Paw Roads. This includes boat trailers and utility trailers. If you do not have adequate storage available on your property, please find a suitable alternative other than scattering them about. 
                     • Please take a look around your property and especially at the street in front of or alongside your home. If there is debris present, please remove it or have it removed. 

Bear Paw is uniquely beautiful, and we can all be better stewards of our resort and better neighbors to one another. If you see something that needs some attention, please reach out through the website at www.bearpawnc.com. We will send brief updates such as this out from time to time so please visit the website more frequently in the future. We intend to keep you informed. The next regular Service District meeting will take place on October 21, 2023. The Property Owners Association will take place following the Service District meeting. I hope to see you there.

September 2023 Chairman Update

Hello Everyone,

As stated in last month's update there are several key areas that we remain focused on, sanitation (dumpsters), future water availability, the care and upkeep of existing amenities and to increase communication with property owners to the best of our ability utilizing the Bear Paw website.

On-site dumpsters will no longer be provided by the Service District unless a majority vote by property owners takes place in the future in support of both the cost and convenience of on-site collection. I will make a motion in the next regular meeting to form an amenities committee to craft our strategy for the future. The convenience of on-site collection will cease 10/1/23, however, the services historically provided by Cherokee County remain available to all property owners at the existing location which is at the intersection of Hwy 294 and Candy Mountain Road.
We have conducted multiple discussions with Carolina Water and have sent a formal request from the BPPOA to them for both short term and long-term plans to share with property owners to keep everyone informed of “next steps” in resolving this issue. To date Carolina Water has not provided a formal response. I continue to pursue that response at this time.
The pool is now closed for the season, and we seek to establish an amenities committee during the October meeting that will move us from tactical repair events to a more strategic approach to all of our amenities. Reinvestment will need to take place and we need to ensure that the approach is representative of our property owner's desires and budget constraints.
We have addressed the condition of the tennis courts in the past month and have established a routine maintenance schedule to ensure that conditions do not deteriorate to the level experienced in the past. All of our amenities should be something we all should have pride in.
We have actively supplied information during the past several months surrounding key issues to the Bear Paw website and it is our intent to provide monthly updates on challenges and accomplishments there going forward. If you have concerns, please voice them through the links provided on the website www.bearpawnc.com and I assure you I and/or the appropriate board members will follow up.

The next regular Service District meeting will take place on October 21, 2023. We welcome your attendance and engagement in the appropriate discussions. The Property Owners Association will take place following the Service District meeting. While discourse is welcomed all attendees are reminded that aggressive behavior, profanity or interruptions of those speaking will not be tolerated. Good neighbors are expected to treat other neighbors with dignity and respect at all times.
